John M. Walker is a Vice President at Barba Consulting.

Mr. Walker has over 21 years of experience in construction claims and dispute resolution, construction management, project management, critical path method (CPM) scheduling, project estimating and cost analysis, contract management, and structural and civil engineering design. Mr. Walker has significant experience in the preparation and analysis of multi-million dollar construction claims involving infrastructure, commercial, and government projects. He has performed schedule delay analyses, loss-of-productivity analyses, technical issue analyses and damage calculation analyses. Prior to joining Barba Consulting, Mr. Walker worked with a General Contractor, where he was employed as both an Estimator and Project Manager. He has considerable “hands on” experience on a wide variety of multi-million dollar construction projects, including bridges, tunnels, highways, parking garages, transit facilities, marine structures, educational buildings, and land development work. He likewise has extensive experience in CPM scheduling and has developed and updated CPM construction schedules for a wide range of heavy highway, transit, educational, and commercial facility construction projects. Mr. Walker is primarily responsible for evaluation and preparation of construction claims, schedule delay analyses, and contract cost analyses related to multi-million dollar contract disputes. His responsibilities include overseeing the preparation of as-planned and as-built schedules; performing schedule delay analysis, loss-of-productivity, and technical issue analyses; evaluating contract costs; calculating contract damages; and preparing expert reports. In addition to his claims analysis and dispute resolution experience, Mr. Walker also has extensive experience in providing counsel a wide range of litigation support and assistance services. Drawing from his diverse experience in construction project management, estimating, and contract administration, Mr. Walker has provided counsel support, assistance, and guidance throughout every phase of the construction litigation process from discovery (i.e., deposition assistance) through trial. Mr. Walker has been qualified to provide expert testimony in various technical areas such as CPM scheduling; delay analysis; loss of productivity analysis; cost estimating; project management; construction means and methods; and calculation of cost damages by the Civilian Board of Contract Appeals. He is a registered Professional Engineer (PE) in Pennsylvania; a Certified Planning and Scheduling Professional (PSP), by AACE International; and a Certified Forensic Claims Consultant (CFCC), by AACE International.
