John M. Walker, PE, PSP, CFCC

Director

John M. Walker is a Director with Barba Consulting. Mr. Walker has approximately 20 years experience in construction management, project management, construction means and methods, critical path method (CPM) scheduling, project estimating and cost analysis, structural and civil engineering design, and construction claims analysis and dispute resolution. He has extensive experience in the preparation and analysis of construction claims involving infrastructure, commercial, and government projects. Mr. Walker’s responsibilities include the performance and evaluation of schedule delay, loss of productivity, technical issue, and damages analyses, as well as providing comprehensive litigation support services, preparing expert reports and providing expert witness testimony. He has testified as an expert in mediation and arbitration, and served as an expert in state court and Board of Contract Appeals proceedings. Prior to joining Barba Consulting, Mr. Walker worked with a General Contractor, where he was employed as both an Estimator and Project Manager. He has considerable hands on experience on a wide variety of multi-million dollar construction projects, including bridges, tunnels, highways, parking garages, transit facilities, marine structures, educational buildings, and land development work. He likewise has extensive experience in CPM scheduling and has developed and updated CPM construction schedules for a wide range of heavy highway, transit, educational and commercial facility construction projects. John earned his Bachelor of Science degree in Civil Engineering from the Citadel, The Military College of South Carolina. He is a registered Professional Engineer (PE) in Pennsylvania; a Certified Planning and Scheduling Professional (PSP), by AACE International; and a Certified Forensic Claims Consultant (CFCC), by AACE International.
