Kenneth W. Blair is a Director with Barba Consulting, Inc. Mr. Blair specializes in providing construction and government contract disputes resolution consulting services. He has over 35 years experience in engineering design, program and construction management, contract administration, critical path method scheduling, delay analysis, troubled project review, discovery assistance, and claims and disputes resolution. He has directed or been involved in hundreds of disputes resolution and program management assignments, including commercial, institutional, industrial, transportation, healthcare, detention, residential, environmental, and power projects. Mr. Blair has carried out these assignments for contractors, subcontractors, surety companies, professional architect/engineer liability and other insurance carriers, owners, developers, and federal, state and local governmental entities. He has testified in arbitration hearings and in state and federal court systems as an expert witness on numerous occasions regarding schedule delay and disruption analysis as well as standards of practice for engineering design and construction management. He has also served as a commissioned officer in the United States Army Reserve Corps of Engineers. Ken earned his Bachelor of Science degree in Civil Engineering from Rutgers University and a Masters of Science degree in Civil Engineering from Rutgers University. He is a registered Professional Engineer (PE) in New Jersey, Pennsylvania, and Maryland.
