Managing Consultant
Luis T. Pérez is a Managing Consultant with Barba Consulting. Mr. Pérez has over 10 years experience in construction program and project management oversight, inareas such as project controls, critical path method (CPM) scheduling, including the preparation and evaluation of baseline schedules and regular schedule updates, resources and cost allocation, the preparation and evaluation of re-baselines and fragnets, and the preparation and compliance review of scheduling specifications for a construction contract. Mr. Pérez is also experienced in construction claims and litigation support services. He is responsible for assiting the legal team on the request, coordination and execution of document discovery (both on paper and native electronic files), the preparation of deposition questionss for witnesses based on project documentation review, schedule delay analyses, technical issue analyses, contract specifications issues reviews, acceleration and loss of productivity analyses and the preparation of claim submittals. He has provided these services in regard to complex multi-million dollar construction claims, including building compounds, college laboratories, hospitals and other special-use buildings, bridges, railroads, nuclear power plants, landfills, water distribution networks, flood control structures, water treatment plants and sewer systems. Mr. Pérez is proficient in various network and computer software applications, including Windows and UNIX-based Operating Systems, Primavera Project Planner (P3), Oracle-Primavera’s Professional Project Management (P6) and Enterprise Project Portfolio Management (Enterprise P6), Microsoft Project and SureTrak, contract management software such as Expedition, Contract Manager and ProLog, and other software used in the preparation and analysis of claims, such as Excel, PowerPoint, Access, VBA, Visio, SQL, Claim Digger, InfoDox, Summation and Concordance. Luis earned his Bachelor of Science degree in Civil and Environmental Engineering at the University of Puerto Rico, and a Masters of Science degree in Civil and Environmental Engineering at the Massachusetts Institute of Technology. He is a Certified Planning and Scheduling Professional (PSP), by AACE International.
